Send Plivo SMS

What the model is told

Send an SMS to a customer. Ask for their mobile number if you do not have it. Returns a message_uuid you can use to check status later. Tell the customer the message has been sent, not that it has been delivered. Only send to the number or address the customer gave you in this conversation, and read it back to confirm it, together with the message wording, before calling this tool.
