Trigger PagerDuty Alert

What the model is told

Trigger a PagerDuty alert for a serious issue that the on-call team must act on now. Confirm with the customer or caller that it is urgent, and get a short summary first. This pages people, so do not use it for routine requests. A successful call returns a status and a dedup_key. Tell the caller the on-call team has been alerted.
